This adds a function to get all round times for a given location.
It's intended to be used with One-to-Many searches, without the need to handle
delta_tthere as well.Not sure, if this should be limited to One-to-All, as implemented now, or if we should move it to
raptor_state. If there is a valid use case, that should support vias, I can update the code. Otherwise this currently seems more reasonable to me.
